France is known as the largest producer of hemp in Europe.  There are almost 2000 CBD (cannabidiol) cultivators in France, and around 400 CBD outlets that sell cannabidiol in varying forms.  Usually, you can buy CBD flower, oil, edibles, pre-rolls, hash, vapes, cartridges, personal care items, and much more in France.  However, this is about to change drastically. 

Just as this new year got underway, a change in the laws around CBD in France was introduced.  It is now illegal to sell CBD flowers in France, and in addition to this, the leaf from the hemp plant has also been banned.

This change in CBD law in France has brought a prompt reaction from the CBD industry.  This has come as no surprise as cultivation of CBD flower accounts for around £180m of the market share.  Already there has been an appeal to the Council of State to review the decision.  This is the highest court in the land, with a twofold function, i.e. it not only advises government on various matters presented, but it is the final arbiter in legal matters being considered.

There is no doubt that the impact of the new CBD flower law will have a devastating effect on the industry, and also the French economy.  It is estimated that CBD flower sales account for around 80% of sales in physical outlets.  In addition to this, online suppliers will also feel the unfortunate effects of the change in law, and the long-lasting economic damage it will cause.

One of the reasons for the change in law is the issue of public order.  Authorities find it difficult to recognise the difference between CBD and THC (tetrahydrocannabinol), as they have visible similarities respectively.

THC (tetrahydrocannabinol), or Delta 9 as it is also known, is the psychoactive cannabinoid derived from the cannabis plant.  It alters the mind and is classed as illegal in almost every country.  The cultivation, possession, or supply of THC can carry varying penalties in each country for breaching the cannabis laws.

Another reason for the prohibition of CBD flowers and leaves in France is the strain it's use puts on health services.  This is due to the many smoking related illnesses that arise from smoking CBD flower with harmful tobacco.  As we know, tobacco contains the highly addictive substance nicotine.  Although ingesting CBD can be quite beneficial to health, addressing numerous physical and mental issues.
